Im just curious, how can a franchise tag be placed on a player when it puts them over the cap like Kansas City did with Houston?

You don't have to be under the stated Cap until the first day of the League New Year, which is the same day that Free Agency officially starts. At that point, then you have to be under the Cap. So expect Kansas City to be pulling off either some cuts, or some contract restructures here in the next few days.

It seems very like that one of the Chiefs players that will either have to restructure his contract or he will be a salary cap casualty is OLB-DE Tamba Hali.
