You would have to blame GM Dave Caldwell for not firing OC Fisch if you truly think that the Jaguars losses stem from the OC play calling, and coaching.
I agree some of his play calling has been beyond silly this year, but a lot of it has been the execution failed. That could be coaching as well if he's over complicating what should be simple things.
The thing is you cant have it both ways. You can say GM Caldwell is great but this OC stinks. He does the hiring & firing.. he gets the blame and credit.
