You'd never sign him in a million years. Some GM out there is going to look past the injuries and see a productive #2 receiver, then pay him as such. Caldwell will have to pony up if he wants him.
Shorts might be worth that much, but I'm still of the opinion that between his injuries and his looming second contract, the drafting of Lee and Robinson was an emphatic door-slam on Shorts' career in Jacksonville.

We don't need him? I disagree, what if Allen and Marqise don't develop as quickly as everyone is anticipating? What about the Justin Blackmon situation? I think the Jaguars need a healthy CSIII more than any team in football.

It's not as simple as "what is our record with him"? Blake Bortles targeted CSIII a ridiculous 16 times against the Titans, what does that tell you?

It tells me that Bortles might be targeting him TOO much ala Garrard/ Jimmy Smith back in the day....lol
That said, I'd keep Shorts around past the trade deadline this year unless another team gives us an offer we can't refuse for Shorts, i.e. a 3rd rounder or higher.

There are simply too many unknowns, what if Blackmon doesn't return? What if the young receivers don't develop? We need all hands on deck with our young QB, he needs a competent consistent receiver to target, and CSIII provides that. Now if Blackmon returns I'm all for letting CSIII walk, but there is no guarantee at this time unfortunately.
With bb5 developing at the rate he is, alot of WRs are gonna look good.
I'm not very high on CS3 right now. Caldwell seems pretty smart, so I trust he'll let Cecil play out this year, along with the rookies at that position, before negotiating.
Cecil may become irrelevant to jaguar plans depending on how quickly our offensive rookies progress.
