So if Blake Bortles ends up being the 21st best player according to NFL.com, does that mean Green Bay should take him?

If he is the best available player when they're on the clock, yes.

Because the slightly less talented player at a weak position will have a greater impact on the team than the more talented player at a position that is already strong

Just like last time they drafted a QB who fell in the first round when they already had one...

So if the top ranked player of every round this year is a Left Tackle, we should just take 7 Left Tackles?  And then next year the highest ranked player is a left tackle too.  All 7 rounds.  We'd then have 14 left tackles.
