By taking, "literally, millions of automobiles off the road." Sounds very Free Markety to me.
Obviously, the Democrats are stuck here with wanting to help the environment but at the same time knowing (or at least I hope they know) that doing so will make things hard for a lot of people. So they do and say a lot of contradictory things.

You're overthinking it. All they're trying to say, is they hope that the bus gets so convenient that millions of people choose to take the bus instead of drive. They're not going to force anybody to do anything except pay higher taxes. The free market would still decide which homes get built and who works what job and how they get there. But the market will not truly be free, unless zoning laws loosen up in certain areas

I know that gas prices are up.  A lot of prices are up, everybody knows that.  I was just clarifying which price he was talking about.  
Also, I thought we were talking about the BBB plan, not the economy in general.  This is a free market economy, and gas prices fluctuate regardless of government actions.

Prices on literally everything has gone up.  Not sure why clarity is needed.

Yeah, he totally could have meant housing prices. Rolleyes
People don't get "priced out" of personal transportation just because gas prices are up. If the bus doesn't come by your house you can't switch to public transportation. People get "priced into" smaller or more fuel efficient vehicles.

I'm looking at a PHEV on Saturday. Screw all this $5 gas stuff.

I'm subsidizing my daughter's fuel expense so she can drive to work. I will not allow my daughter on a city bus that takes her to the downtown bus terminal or expect her to ride it home at night. Fortunately I can afford that but it's an unneccessary strain on her independence and my wallet. I imagine that many people would do the same if they could. [BLEEP] hole.
