He is. 

And he also needs to get better at locating and tracking the football when it's not already in front of him. 

He's one of several bright spots on our defense, but he still has this issue to improve.

Oddly, enough, on the replay I saw him actually look for the ball on the play I called him out on, but it was really well placed away from him by Herbert. Wasn't as bad as I originally thought.

Wow!  This was actually a really good prediction!  If the refs hadn't over-turned that TD, it would have been perfect.  Who would have thought?

The hype was justified.

What you have never seemed to grasp is that a rookie QB cannot just walk in and turn a team around all by himself.  It's a team game, and he has to have a good coach and he has to have good players around him.  And even then, it almost always takes a year of experience before he starts to hit his stride.

The hype was justified.

We had the worst coach in NFL history, the worst WR corps, one that led the league in drops, a shaky oline, and he put all the blame on our rookie QB.  It was a impossible scenario for him to succeed last year and he didn't understand that

I agree with you that Campbell still has some issues with locating the ball in flight while on the run.  This was a relatively short throw compared to the stuff he typically struggles with though, and I don't think he breaks it up even if he sees the ball all the way there.  It was a good play by Herbert/Williams and I can't fault him in this case.
