Looks like they're just broadcasting whatever garbage quality the espn+ app puts out. Probably capping it from the HDMI output of some crappy phone.

I switched to ESPN+ and it is normal.
Channel 4 is probably streaming it and then inserting it into their system. That's why the local commercials look fine.
