They're saying that since Muma was out of bounds he's an extension of the sideline so if he touches the ball it's a deadball. Kick Returners usually take advantage of this rule if the ball is close by stepping on the chalk and touching it; leading to a penalty and the ball at the 40.
My Gripe isn't with the rule, it's with how conclusive the film was on review. It was called a fumble on the field so it should be absolutely conclusive to overturn that call and to me it wasn't.
