The coaching staff communicate that way the whole game.
I wouldn't just assume he's calling in plays.

I would be, offense looks stagnant with MULTIPLE 1-dimensional drives (run 3x and pass 3x) with nothing to show for it. Colts on a short field and they're stealing our defense's lunch money right now.
