Which is a really stupid interpretation.
PI penalties are big deals. To have 16% of them be so wrong that a challenge overturns them, means that challenging them is legitimate and the referees are not doing their job. Either they need better training or more people to call them correctly.
If anything have a 16% failure rate, the issue would be with the people making the mistakes; not the people calling out the mistakes.

The larger issue (at least relevant to my original point) was that many more than 13
should have been reversed. But the refs refused to admit their mistakes on the challenge. So they said "look how much time we're wasting on these unsuccessful reviews" and got the ability to challenge removed. Had the refs outright overturned 0, it'd have been more controversial; 13 made it look, numbers wise, as though they weren't missing enough calls for the penalty to warrant be reviewable.
Trevor is toast. Can't read the blitz. Can't throw the ball. Can't make decisions. Bench him and see what CJ can do.
