Sorry to rain on your penny parade, but since 1982 pennies have been copper coated with a zinc core. They're only about 3% copper, so unless you round up really old ones, your investment won't make sense. 
Right. The worth of zinc in the penny keeps going up and soon they will have to change it again.

They would charge him with some crime. Not sure about NY but there are ways for them to not accept the payment. If you pay in $1 bills though, there isn't much that can be done.
