It is a rally, bro. This isn't a policy speech. It is designed to get the base fired up. He has been doing this style of rally since last July.
At what point does he explain HOW in any interview or release if he won't at rallies?

His policies are pretty good. He understands the issues and will surround himself with people who can figure out the process of implementation. What is Hillary Clinton's plan when congress refuses her free education plan? Her war with Russia and Syria? Her federal minimum wage increase?
Should we just not have a president because of congress might vote against their policy?
