I agree that Hoover belongs at the bottom too, but the Civil War was worse than the Depression imo.

Instead of addressing the issues at home, he started a war with Mexico with dubious intent. Johnson, of course, nearly tore the country back apart right after the war had ended. Not to marginalize how thoroughly Buchanan screwed things up, but really most Presidents from 1820 onward managed to make things worse.
