in 2019 the Rams are paying him 9 mil while Yan only costing us 2

And who is having a better season right now?
Fowler has been better on games that matter, Yan disappears. His best games this season and been vs the worst teams in the league and vs backups 
Still haven't told me why is it that Fowler did clearly outplayed Yan in the playoffs in 2017. Also Fowler did great in the playoffs for the Rams
