Not a lawyer or a politician, but does any of this become easier if you simply have a franchise with operations/home base in say Jacksonville, Orlando, Atlanta, wherever and just play your games in London? Maybe flip the script and play all but one game overseas, and have the US game be the outlier?

I hope Buffalo appreciates all the speculation we are doing on their behalf.  

It's been suggested that the team could try to do that with a facility in the northeast to make travel like a thousand miles closer to London. It would be seen as a pretty blatant attempt to skirt the rules that would be heavily challenged in the courts. But it's possible that's one of the first ways they would try to make it work.
