If we have the HOGS Oline from those Old Skins teams, and a QB that can at least resemble a threat coming out of play action it MIGHT work but even then your win condition is so very niche and can be hard to consistently execute week to week.

1) Draft Trevor Lawrence!
2) Play good physical Defense! 
3) Keep 91% of the roster healthy!
4) ???
5) Blank #2
6) CHAMPIONSHIP!!!
