A free market system works best when businesses try to make as much money as possible. That brings competition, increased production, economic growth, and jobs. Of course, there is a real and direct way to correct the current problems we're experiencing, just nationalize the industry and stop the exports. The industry could be shepherded in a way that makes sense for the country now and in the future. Unfortunately a lot of politicians who have vowed to see the ship sink all the way to the bottom would lose their mind about it.

My best guess is someone in the oil industry tipped Biden off that some extra supply was about to be offered for sale, or that a big time speculator was about to abandon their market positions, and he timed that tweet perfectly to make it look like he ordered the prices to go down.

You don't need the government to take over an industry to solve this problem. You just need to limit the sale of US goods to the US in times of shortages. Global corporations are a problem and Americans need to be concerned about how they operate here.

Regulating trade this way was just the way of the world from medieval times to the early 1900s. It's still the way things work in developing countries. It's just, not very efficient. And it can be horribly mismanaged, as in the Irish Potato famine and the Bengal famine (both of them).
