It looks like we are trying to exploit China's future growth problems, and we need a strong working/consumer class to bring them down. It also looks like we are going to use Trump's NAFTA to relocate a lot of industry to Mexico. Truth be told, if we'd move past this obsession with leftist values, we could have more kids and just build the future we want right here.... but we as a people can't concern ourselves with that nonsense.

 You're on the right track.
From a purely utilitarian perspective, we definitely need them here.
From a "golden rule" perspective, we should figure out how many we need each year, and make sure we distribute exactly that many visas for them to come legally. And then really tighten up on border security so that no one without a visa comes.
But an immigrant with a valid visa will get a little more uppity in the workplace.  So employers with good, expensive, more ethical lobbyists get special visas that magically expire if the immigrant ever leaves their job.  Keeps the worker in their place.  And employers with bad, cheap, and less ethical lobbyists just try to undermine any consensus on the issue so they can keep hiring scared illegal immigrants.

I'm fine with immigration as long as it's legal, tied to unemployment, and ensures wages aren't artificially being lowered for those jobs being filled.

Most of the visas right now are tied to not wanting to pay for Americans with experience and the stupid college kids thinking they should all be making 6 figures out of college because their school cost a lot money. They can get people from India for 60-80,000 (depending on location) who supposedly have experience (that's a whole other discussion) and then they are basically a slave until they finally get a greencard.
