He's still on the team (practice squad).  The question is whether he remains.  As I stated earlier, another team could sign him to their 53 man roster and if Rourke wants to go, we can't stop him.

The good thing is that quarterbacks aren't "plug and play".  It's a position where its very important to know the play book.  As such, many teams will turn to their own practice squad quarterback when injuries occur instead of plucking one off of another team.

Two players from the practice squad can also be promoted to the active roster each week without counting against the 53 man roster and will automatically revert back to the practice squad the day following the game without having to release them and let them go through the normal waiver process, but you can only do this for three games over the course of the season for any individual player. 

If you activate that player for a fourth game, they will count against the 53 man roster and you will be required to pay them an active player salary for a minimum of 3 weeks. After that, you would have to release them and let them go through waiver process before you could sign the back to the PS.

I'm not sure if you can declare the player active for the next game on a Monday or not, but it might give you a way to fully protect a PS player for three weeks at least.

Also if someone else tries to sign a PS player, I would imagine you would have a chance to match or give them a better offer and promote them to the active roster if you really wanted to keep them.
