It's actually more linked to waste people, crackers, squatters and terms like that.
Its a rich vs poor thing and not really a black vs white thing.

However... the term was often used by black house slaves when speaking about white servants.

The term eventually evolved into the more used trailer trash. Which really is speaking on someone's moral failings as well as a wealth status...

But I wouldn't expect you to know that (or even google before making such a wild claim)
