I was basing my criteria for reinstatement on appendix B of the former NFL drug policy which lays out the exact procedures for reinstatement. The player may apply 60 days before the anniversary date and the commissioner has 45 days to respond to the application.It's possible the new one has it changed, but I doubt it would have pushed back the date he may apply for reinstatement. According to the old policy he would be able to be reinstated November 1st not just be able to send in his application.
