I am only aware of what Trump said during debates. None of his statements about the ACA that I heard were promises he would keep parts of it. Is that your definition of being hard-headed?

 

Yes, that would be the plan. Repeal the whole law, then write up a new one that includes pre-existing conditions, people under 26, people who get sick, etc. covered under any insurance plan they choose.

My understanding is only during a filibuster. Have to believe Democrats would let this go to vote and require 2/3.


Have to be careful otherwise not to set precedent. Otherwise Congress will kill laws everytime a party change happens.


My point was, I think it means Trump isn't backing down from a promise as much as realizing he has to appease some moderate Democrats.

I'm not sure either, I just remember them talking about using it to pass it if needed, so it stands to reason that you could use it to repeal it.

There actually is an attempted precedent on this specific issue. Both the Senate and HR got the 2/3 majority required to put an ACA repeal on President Obama's desk. You can guess what he did with it.

 

Something completely lost in this discussion is what Obama did: veto power. If Congress tries again and succeeds, will the ACA replacement satisfy Donald Trump? That is not guaranteed.
