It doesn't require enemies, it requires "a dispute", which could be as simple as trade negotiations in theory. If there is any kind of situation where the US Government is on one side and another government is on the other, you can't intervene as a private citizen. It has nothing to do with direct work with foreign governments. If you want to sell pizza to North Korea, you can do that. You just can't do it on behalf of the US Government, nor can you do it if there's an ongoing pizza dispute between the countries.

Again, it means you can't intervene in disputes between the US and other governments. You can go get a job in Russia or France or Iran tomorrow. You can do business with them and not violate the Logan Act.
