Morality is absolutely taught, how we raise our children, the laws we enforce, the entertainment we produce all factor into a cultures morality.
 

Even at our height, we do things we know not to do and neglect the things which we know are required.  What wrenched things we are.

In other words, as far as any man goes in the personal journey towards morality they still do things they know they shouldn't do and they don't do things they know they should do.  

 

So good behavior and morals and ethics can be taught and encouraged (along with punishing bad behavior) but ultimately humanity itself still naturally tends towards amorality.  

 

Going back to the example of Mad Maxx, that was a world that was inherently stricken for resources.  The United States of America is the richest most powerful nation in the history of the world.  Never in history has a country been founded on the principal of equal protection and opportunity under the law and provided this level of freedom and standard of living for this many people.  It's really kind of a miracle in the story of human history that is dominated by more distopian worlds like this citadel.  

 

At the same time one of the biggest challenges facing the country is the after affects of generations of minorities who lived through lynchings police dogs segregation etc. etc.  Since 1973 we have killed over 50 million people as an act of sheer apathy.  That's a a startling reality for the shinning city on the hill.  It has some very real implications for humanity's ultimate ability to govern itself.

Private prisons+ the highest amount of incarcerated people in the world doesn't sound much like freedom.
Morals are just another tyrannical construct. No one "should" do anything because that conotates any external authority. Morals are "do it just because someone else says so", but the highest freedom is the right to self determination.
