My wife and I easily spent $30 dollars a game for 3 water bottles and 2 gatorades each for every game this year; there wasn't a cool game. Our parking pass was an additional $25 dollars a game.
So now your $19 dollar ticket just turned into $60 dollars every game.
$19 ticket
$25 parking pass
$15 hydration
= $59 total cost
This doesn't include gas to get to the game and any food that you will need to eat. Heck even McD's will cost an additional $5-7 dollars. So on average that $19 dollar ticket will likely cost someone between $70-$80 a game.
That is very costly for someone that might be tight on money.
Water
Water fountains are located throughout the stadium, many of them near restrooms. Complimentary cups are available at all Guest Services Booths.
You could even buy one Gatorade and water it down as an idea to save money, and still enjoy the great product (or two and add water to it instead of buying water).
