Yes, the title wasn't meant to be literal. It was like saying essentially he's the gm. He has the final say, he has the final say and he will be in charge of the personnel decisions.

It's pretty clear Khan was disappointed in Dave after the Gus fiasco.
Think if it were your job.
The man you hired and vouched for (and even gave an extension to make your job easier to do) was recently fired.
In addition to asking what you learned from it and how you're going to ensure you don't make the same mistakes again, your boss:
1. Puts you personally in charge of hiring the next head coach, BUT...
2. Hires a high profile, high dollar consulting team to ensure you don't get it wrong.
3. Brings back a fan favorite and places him in a power position above you at VPO.
Something fishy is going on here with Dave.
He's supposedly been given the responsibility of replacing the coaches, but everything so far has shown strong Coughlin ties - putting Tom's fingerprints on these hires above all else.
Since being announced as the guy in charge of the hiring at the bon voyage press conference for Gus, it seems Dave's been rolled. Makes me wonder if he's been relegated to personnel since the insertion of Coughlin by Khan. Things certainly look like they've been all Coughlin since he was brought back on board.

I agree. I also believe that the ultimate hope is that we get this turned around in the next 3 years, and if Tom retires, David is once again put in charge after picking Toms brain for the last 3 years.

Except for the HC hire.
TC wasn't present for any HC interviews and it seems like Marrone was his second choice by the wording of his "approval" as expressed by Khan.

I think Caldwell will live and die by Bortles. If Bortles busts next year I wouldn't expect Caldwell to make it to the final year of his extension.
