Why do this in the first place, if Tebow is not likely to make the team or practice squad?
The same reason Bill Belicek did it. The same reason the Vikings did it to Brock Leznar. It was a try out.

The media spun it and here we are. Tim ain’t making this team. But crazy things happen, like if we lose 2 TEs to injury then he will probably get a phone call and the media will try to spin it.

It’s just a tryout. Tim knows how the NFL works.

This same GIF is applicable if Urban does give Tebow a spot as 4th string QB, goal line full back and 8th string TE.

TL's buddy is more of a scat back and probably a 3rd down back at the NFL level.
Wouldn't surprise me if Tebow has a better 3 Cone than Etienne.

Yes, good point !!  He was able to find the end zone 78x in college.

Etienne wasn't tested at his pro day, and the NFL combine this year is a set of multi-site pro days instead of the more familiar spectacle. But very likely -- Tebow's 3 Cone was faster than any running back tested by the NFL this year.

I guess John Elway and Bill Belichick made a grave mistake letting Tebow go.  I mean, didn't they know how great he was in the 3-cone drill.

He's really more suited to running the ball than throwing it.  I don't know how much you followed Tebow, but he just didn't display the passing ability to play quarterback at the NFL level.  He was always more of a running quarterback.  So I think Elway and Belichick did not (and do not) care about Tebow's 3 cone drill.

But the discussion on the table was whether he could ever contribute to this team, not as a quarterback.  Meyer has brought in Etienne, so it's reasonable to assume he should figure heavily into the future.  But it was in that light that the 3 cone of the two players was brought up.
