No reason not to. We will shut down #1 receivers all year long, and one our CB's are suspended the first four games anyways. We have the money, and we need a shut-down secondary to complete our defense. Gipson, Ramsey/Sample, Norman, House, Prince? Yes please!

When the team is so far under the cap there is no reason to cut players just to "make room". When it comes to free agents, it's all about value and getting the player at the right price.
Sounds like Norman's representatives wanted more than Carolina could afford.
That shouldn't be the case for the Jaguars.

First Vernon is 25, Norman will be 29.
He probably wants a 5 year deal with a dumpster of cash guaranteed.
A three year deal with a 3 year add-on for reasonable free agency cash is more likely.
Some most likely will over pay.
