To me there is a balancing test the Rams will have to evaluate-namely whether the dropoff between Matthews and the next LT prospect is greater than the value of whatever extra picks they stand to gain in trade-assuming they would lose Matthews in any deal down.
Cleveland has two first round picks, two 3rd round picks, and two 4th round picks. Their first round pick is 4th overall.
They could easily swap the # 4, a 2nd round pick, and a 3rd to the Rams for the #2, and the Rams could still end up with Matthews at 4, and it would be worth it for the Rams to deal down.
If Cleveland wound up trading both #1s to deal up, the Rams could still end up with Matthews, Sammy Watkins, and their choice of CB, RB, or even RT with the other first round pick without even getting out of the first round.

But if your "can't miss" guys are Matthews/Bridgewater/Clowney and only Matthews sits @ #3 then you trade back unless Barr is your only 2nd tier guy...but if you like Carr/Barr/Manziel/Mack equally as 2nd tier you make the trade and takes whoever falls.
