Well he's in a program that I assume leads to much closer monitoring. He's earned himself a lifetime membership to said program so we can't expect him to just avoid getting caught.

Once you're in the program you can be tested up to 10 times in a month.
If you're dumb enough to keep doing knowing you'll be tested well....you're dumb.
