I would think that the city could share in the lease revenue of the businesses occupying that space quite easily.

I do not believe we know how anyone that is a decision maker in the deal thinks.  How could they until negotiations begin. 

Also, I believe we get to see pictures/renderings tomorrow.

Article breaks down the asks for money from the city. 50-50 split for the stadium and another $500 million or so for the entertainment area outside the stadium but only ~$70 million from the city.

If the city is only putting in 10-15%, they aren't getting ownership or rents for the businesses. They will get taxes and property tax increases but that's it.

I see that now. 
They want the city to pay nearly 2/3s of the stadium cost and 14% of the "new lot j." 

If I'm on the city side of negotiations - I'm pushing to get a piece of the pie on the adjacent businesses. Specifically a portion of lease revenue. 

This could get interesting.

City owns the land...so far
If Shad Khan is willing to invest a billion dollars in the stadium redevelopment, I think that's a good starting point, and I would move heaven and earth to make a deal.
