I'd rather have Vernon. He's younger and in my opinion we need pass rush help more than a safety (although safety is obviously a huge need too).
Besides Vernon, are there any other reports of potential FA's that we're looking at? might as well throw the house on Vernon then,

The Lions are signing former Patriots 2nd Round pick S Tavon Wilson. I'm not sure if the team brass views him as a starter. I'm disappointed IAQ is leaving, as he played well both against the pass and run when promoted to the starting lineup for most of the 2nd half of the season.
