But since you mentioned them, I compared the crowds that used to be on those subways to the crowds at Disney world. Both are great places for the virus to spread to lots of people. So both crowds need to be reduced as much as possible.
NYC issued a stay at home order but did not shut down the subways. Subway ridership is way down because most people are only using subways for essential travel.
But Disney world has no essential use. So it's just shut down.
