Medicine was and is tested with a phase one, phase 2, phase 3 approach then evaluation approach. This measures the efficiency and side effects of the drugs. These steps were omitted as they can take years.
An example is Eli Lilly's Tirzepatide which is the active ingredient in Mounjaro, the company’s approved diabetes drug. This took 3 years.
While I do understand speed was needed it would have been nice if they had been honest with the public as to the risk they were taking.

As for the stuff about development, that is also inaccurate. Here's a nice piece from the University of Maryland that talks you through it. All the answers you seek are contained therein, but the short answer is that funding was provided upfront and administrative changes were enacted so that the 3 phases of trial could be conducted concurrently. None was skipped or abbreviated, they just had no financial risks that warranted the researchers going at the usual risk-adverse pace, so they didn't need to proceed with linear phases. That accelerated manufacturing without losing any of the safety controls.

I don't know Dr. Lapdapo and he's obviously well accomplished. He's also gotten himself in some trouble by faking some of this research and for his anti-vaxx positions that are likely going to cost him his professorship at UF. I think the mRNA vaccines are appropriate for high risk populations and what he's saying doesn't help those trying to serve those populations.
He should be in jail, there was no reason to send those biological time bombs into old folks' homes.
