Just my opinion ... any non profit or charity that is tax exempt should be taxed if the overhead is greater than 10-15%. I suspect many are just tax dodges ... no I do not have a link, just a suspicion of mine. Seems interesting anyone who has a bunch of money has their own ....

I agree in principal but it would be pretty hard to enforce. Foundation A would hand off 85% of its spending to Foundation B, and Foundation A would say look, that 85% is not overhead, but then Foundation B is controlled by the same people, and they get to keep 15% of what Foundation A gave them, and you can go on down the line if you have enough motivation and chutzpah.

Yea I see what your saying. A "broker" like deal the United Fund that got in a bit of trouble many years back. That particular tactic can be legislated out by eliminating the brokering of fund raising. They are de-facto fund raising organizations whose employees earn a living doing just that. Tax them like any other business. There are actually degrees in running a non profit available which in fact supports my point.
