Abbot is saying because Texas is "actually invaded" he gets powers (a) thru (d).
He's obviously contemplating powers (b) and (d).
He's already been trying to place barbed wire in the Rio Grande, and the Federal Courts already ruled that he can't because he hasn't been "actually invaded".
So I don't think this letter is new news, nor do I think it signifies anything. Sound and fury only.
The migrant issues at the border are so bad now that our little old railroad is being effected by it with our customer base in Miami. They're pausing traffic near Eagle Pass in Texas which will now call for an Embargo.
This means we cant send cars empty off line nor receive any loads online. It puts people out of work for days, weeks because its labor intensive to unload at these plants we service via spurs. Low volume, shortage of products. Nice.
