Trump, every time he signed a budget that didn't fully fund the wall.
Couple of ways you can explain that away.  One, Trump didn't know what he was signing, or two, the Wall talk was all kayfabe.

The wall talk was all talk. He should have just kept doing what Obama was doing. Technically, he tried. The system just didn't like him trying to do it.

Proclamation on the Termination Of Emergency With Respect To The Southern Border Of The United States And Redirection Of Funds Diverted To Border Wall Construction  | The White House

In addition to halting wall construction, Biden proclaimed Trump's previous declaration of a national emergency at the border to have been unwarranted.  Now that this "unwarranted" problem has migrated farther north (no pun intended), NYC and Massachusetts have each declared a state of emergency.  Isn't that interesting?

Emergency Executive Order 9844 was promulgated in February 2019.  Wasn't it also an emergency in February 2017? Why the 2 year wait? Or maybe it was never an emergency?

You're not wrong.
There was a big gap between how soft folks thought Obama was on immigration, and how tough he actually was.  Similarly, the differences between how Biden handles the issue and how Trump handled it are very much exaggerated. Changing the guy in the White House doesn't change much when the underlying laws and budget allocations don't change.

It's not really his fault, he has a severe case of TDS.  There is no known cure, though there is widespread speculation in the medical community that a lobotomy could provide some relief.

It will be interesting to see how long it takes the Fish and Wildlife Service to sign off on a rocket launch. My first impression is that this is another bureaucratic hurdle thrown in Musk's way. We'll see.

Completely predictable because he has had the audacity to question the powers that be.  Maybe he should move his operation to South Africa?
