Okay. You are correct.
So Trump says, "I am going to impose tariffs if Mexico doesn't stop the caravans which are coming to our Southern border." And in response, the Mexican President says, "We've already done that. Caravans no longer reach the Southern border." Which, according to your link, is true.
So it wasn't the threat of tariffs that caused them to say caravans would not get to the Southern border.
