No, most states give agency to teenagers for health related matters. It's possible the parents didn't even know. Then the kid gets regrets and they sue for giving what was asked for.

On a personal level, I'm glad to see Texas do this. When I was in school down in Miami over 35-40 years ago, we had armed school resource officers. Had a huge gang problem. What made it all worse was our school and our rival school all got out for lunch at the same time, and we had off campus lunch. We could go anywhere we wanted, as long as we were back after like 45 minutes. So, their school gang would come to our school and shoot each other and ours would go to their school. Twice, I remember our school resource officer pulling his weapon and de-escalating armed gang activity. More helpful than hurtful..
