I don't think this is accurate, at all. I think it comes down to wanting to control a Chinese based platform that can be made profitable by American interests. "If we can't make a dime off of it, [BLEEP] it". That's the motto here.
Also, when you really think about it, why would the Government want any form of free speech banned or hidden? It actually helps them in the long run if you think about it.
Keeping the masses up at arms and at each other's throats arguing left wing, right wing politics is a brilliant tactic. It's a lot easier to weed out the true rulebreakers.
If after what's happened with Snowden and Assange? If THAT wasn't enough to cause a big enough stir for the people to topple the Government? [BLEEP], nothing will man.
We're all passively accepting this. We know it. They know it. Nothing's going to happen as long as we keep playing along with their games. The same arguments being made today from each side are the same arguments that were being made in the 2010's, the 2000's, the 1990's, the 1980's, etc.

I won't speak to the veracity of that claim, but the MO is accurate. The government constantly sets precedent with an innocuous or consensus issue, then expands that reach. It's a perfectly plausible theory. These politicians aren't voting in American interests, so if almost everyone agrees to it, that means that their financial backers agreed to it. I don't know for certain the reason, but you can rest assured there's a financial motive or a power motive (or both).

I think following the lead of DeSantis and preventing the Chinese from buying up land, especially near military complexes would be a better place to start than an app built for funny videos.

You must not have read the bill.
The bill doesn't say it's banning the app or forcing them to sell. They have told you that's what the bill does but the details don't do that. This gives the government, I think another non-elected agency, the power to force ANY company to be sold or banned. Supposedly, there are some constraints about only being a few countries, but I don't see them following that if it is even there.
They will use the power to ban anything they can't control. Yes the app is terrible for people but banning it is a step too far.
