Not sure how they are going to do it. The real losers are going to be colleges and Universities. Since this is clearly an issue of discrimination and against the law. I expect we will see University accreditation becoming an issue for those that do not stop it. Also, their ability to enroll foreign students (they pay full tuition) may be impacted as the State department is the agency that issues student visa's.

Unless they're also going to let people curse at cops or give them middle fingers without getting arrested and fined, unless they're going to let men wag their dongs around wherever and whenever, it should be fine for states or localities to say that baring breasts is obscene unless babies are being fed.
